Axis Secures Planning Permission for Carbon Dioxide Storage Terminal in Teesside - featured - East Coast Cluster

We are thrilled to announce that on 20 December 2024, Axis secured full planning permission for the phased development of a state-of-the-art Carbon Dioxide Storage Terminal at Seal Sands and North Tees, Teesside, on behalf of Navigator Terminals.

This landmark project includes three key components:

  • A liquid CO₂ reception and export terminal at the existing North Tees Inland Terminal Facility
  • A CO₂ reception and storage terminal at the existing Seal Sands Inland Terminal Facility
  • A pipeline system connecting the two facilities


The development represents a cutting-edge, multi-modal storage and processing facility designed to temporarily store imported CO₂ before exporting it off-site. The CO₂ can then be utilised in industrial and manufacturing processes or permanently sequestered within offshore geological formations as a supercritical fluid.

Supporting Sustainable Growth in Teesside

This transformative project supports the region’s ambitious net-zero targets and aligns with Teesside’s growing reputation as a hub for carbon capture innovation, including Net Zero Teesside Power and other East Coast Cluster CCUS projects. Together, these initiatives are driving the decarbonisation of industries and shaping a sustainable future.

The new facility spans more than 120 hectares of semi-vacant land adjacent to the Teesmouth and Cleveland Coast SSSI, SPA, and Ramsar Site. This prime location enables CO₂ to be imported and exported via multiple modes of transport, including rail, road, ship, and pipeline, ensuring operational flexibility and efficiency.

  • Producing all planning documents supporting the application
  • Coordinating and managing the technical environmental assessments required to secure planning permission, including biodiversity net gain calculations
  • Collaborating closely with the determining planning authority and local stakeholders to expedite the process
