Planning, environmental and transport expertise - grounded in Wales

Axis has been supporting development projects across Wales for more than 20 years. Our long-established North Wales head office, just over the border from Chester, has been the mainstay of the business for almost two decades. With the opening of our second Welsh office in Colwyn Bay, we are strengthening our presence in Wales further and continuing to support clients across the country.

We bring together the reach and resources of a national consultancy with a strong understanding of the factors that shape development in Wales, including the distinct planning system, landscape character, Welsh language considerations, and the needs of local communities.

From modest rural and coastal schemes all the way up to nationally significant infrastructure projects, our team is equipped to help clients navigate Wales’ unique policy, environmental, and stakeholder landscape – delivering projects that are technically robust, culturally aware, and policy compliant.

Why Wales requires specialist expertise

Planning in Wales operates within its own legislative and policy framework, including:

  • Planning (Wales) Act 2015
  • Historic Environment (Wales) Act 2023
  • Future Wales: The National Plan 2040
  • Planning Policy Wales
  • The Wellbeing of Future Generations (Wales) Act

Beyond legislation, development is shaped by distinctive national priorities – including protection of the Welsh language, strong expectations around community engagement and placemaking, sensitive rural and coastal landscapes, and a clear emphasis on sustainability and long-term resilience.

In Wales, successful applications for consent are built on an understanding of policy, place and people, and how they interact. Our experience enables us to deliver schemes that are:

  • Technically rigorous
  • Policy aligned
  • Socially and culturally aware

By working sensitively with communities, landscape character, and environmental priorities, we help projects build trust as well as consent.

Our advisory service covers all areas of planning policy, guidance, legislation and permitted development rights under the General Permitted Development Order (GPDO).
